Since the dawn of the computer age, numerous ILA Locals and shipping associations have invested  millions of dollars in multiple attempts to build a universal scheduling application for the International Longshoremen. These attempts failed. Why? First, because the cost of building custom scheduling applications is and was astronomical. Second, application developers did not invest the time to analyze how seniority, union rules and a tiered pay scale impact the ILA scheduling.  Lastly, Local leaders who were already spread thin, did not know how to communicate technical specs and workflow processes to their development teams. 

There is no Web 2.0 software - custom-designed or off-the-shelf - with Harbor Watch's unique combination of maritime scheduling, communication and data archiving components.  Harbor Watch is in a niche market with literally no viable competitors in the maritime industry.

Prior to initial application development, Dispatch Dynamics founder and president, Jody Newman spent 12 months at the side of an ILA dispatcher studying workflow processes, seniority types, union rules and dispatching.  With this acquired expertise, Newman was able to apply common sense solutions and 21st-century technology to ILA scheduling, dispatching and communications.


Over the past four years, Newman and the same development team have continued to build and enhance scheduling applications for the ILA (single seniority, group seniority, mustering and maintenance). DDI also built modules for employers' labor orders and shipping associations; both modules populate the Harbor Watch scheduler.
